Context - A boat full of Sri Lanken Tamils supposedly want to come to New Zealand as refugees has been told by Prime Minister John Key that they are 'not welcome'. The pm has been accused of 'scaremongering' and that he 'has misjudged his response'. (Nelson Mail 13 July 2011). Also a reference to the plight of many people in Christchurch whose houses have been condemned by the earthquakes of 2010 and 2011.
