The cartoon shows the Minister for Earthquake Recovery, Gerry Brownlee, who wears a jacket with 'CERA' printed on it, reading from the 'Doomsday Book'. He reads 'The following suburbs and my hopes of a reputation as an effective minister, are now officially listed as munted...' Context - On 23rd June Prime Minister, John Key, officially announced which streets and suburbs in earthquake-ravaged Christchurch would be abandoned. For many residents, there has been too much delay and too little information regarding progress towards resolving questions about which land can or cannot be used for rebuilding for Gerry Brownlee's reputation to remain unsullied. Context: Probably refers to the zoning review process for those insured residential property owners who wish to query their land zoning. Zoning of flat land in greater Christchurch began in June last year and was completed last month. Over that period 7253 properties were zoned red as unsuitable for residential occupation due to significant earthquake damage; while a further 180,000 properties were zoned green as suitable for residential occupation, some with conditions. Text reads 'If a secret microphone was smuggled into CERA's meetings?...' A group of CERA staff chat during tea at a meeting. They make unguarded comments about the state of affairs in earthquake-stricken Christchurch unaware that a microphone has been left in a sugarbowl. Context: the cartoon suggests that there seems to many Christchurch people to be a lack of real care on the part of officialdom as they struggle to recover from the earthquake damage. The microphone recalls that left 'accidentally' on a table at which Prime Minister John Key and the ACT candidate for the Epsom seat were having a highly publicised cup of tea. Then when it was discovered that a microphone had recorded their conversation John Key tried to get a court order to supress making it public. Quantity: 1 digital cartoon(s).

A signpost pointing 'West' and 'East'. The sign pointing West is intact; that indicating East is broken and barely hanging on to the post. Refers to the condition of Christchurch City after the earthquakes of 2010 and 2011; the western wealthier suburbs were less damaged than the poorer Eastern suburbs. Also, progress on repair and rehabilitation of eastern housing had been slow. The redesign of the city centre seemed to be a western suburb priority which ignored the poverty and misery of living conditions on the east. Quantity: 1 digital cartoon(s).

TC3 means 'technical category 3'. Land classified TC3 is the mostly badly quake-damaged considered economically repairable. Quantity: 1 digital cartoon(s).
A Christchurch seismic monitor churns out reams of paper with wild fluctuations showing earthquakes and aftershocks. Nearby two men examine a second monitor and one of them says 'This one's connected to Gerry Brownlee!' Damage to River Road in Richmond. The road is badly cracked and slumped, and is closed off with a row of road cones tied with warning tape. The word "closed" has been spray painted on the road surface. The photographer comments, "These photos show our old house in River Rd and recovery work around Richmond and St Albans. River Rd was again subject to severe lateral spreading. The river is still grey with silt, the road is ripped and sunken, and power poles lean at random angles. The red car belonged to a postie, who had to come back with a tow truck to extricate the car from the hole that had opened underneath it. Looking along River Road to the north-east. Taken outside 79 Medway St".
A couple in a red-zoned dog kennel, completing the dwelling census. Their accommodation has one room;, their only heating is by body heat and burning furniture; their rent is $1000 per week. Refers to the controversy over the decision to demolish the Christchurch Cathedral which was severely damaged in the earthquakes of 2010 and 2011. The Anglican Bishop of Christchurch Victoria Mathews says the decision to demolish the cathedral was reached through prayer, great deliberation and with the utmost concern for safety. The Bishop says a number of options were considered before deciding to bring the walls down but the turning point was 23 December 2011, when a series of strong quakes rocked the city. At that stage the Canterbury Earthquake Authority approached the church. "CERA told us that our plans for making safe and retrieving, and then stepping back and making further decisions were no longer adequate." Christchurch City council announced their support on Twitter this afternoon (17 May 2012) - tweeting an endorsement to an immediate pause on demolition of the Cathedral to enable deeper and more open consideration of options.
