Commentary from the cartoonist 'The Earthquake Commission's leak of 83,000 files is like a storyline from Alfred Hitchcock: : a loon attempts to shock a nation that has already been rendered braindead from previous shocks.Note: EQC is ued here as an 'echo' of the term ECT [electro convulsive therapy...ie shock treatment].' Inside the Christchurch City Council building someone wonders what that noise is. Outside a gigantic wave of 'public discontent' rushes towards them. Context: Relates to anger and a protest of 4000 people at what they see as poor performance by the City Council in dealing with earthquake issues. The final straw was the Council's decision on the advice of its consultants to award the Council Chief Executive Tony Marryatt a $68,000 14% pay rise mid December 2011. Workers inspect a broken sewerage line in New Brighton. The photographer comments, "After the Christchurch earthquake on 23 December 2011 the sewer pipe got badly damaged at New Brighton and was leaking into the Avon River. I think the guy was worried about the fast flow causing him to fill his boots rather than the depth".
